At its first meeting on February 10, 2016, the Building Code Committee elected to break-out into three (3) separate working groups. Identification of each committee and brief description of its function is provided below.
Group 1 ‐ Scope
At its first meeting on February 10, 2016, the Building Code Committee elected to start with the City of Topeka's current building codes in crafting a building code for the county. This committee will examine the City of Topeka's current building codes and revise them as necessary for adoption in the county.
Group 1 has concluded their work and recommend the following codes be adopted by the County:
- 2009 International Residential Code (City Ord. No. 19727)
- 2009 International Energy Conservation Code (City Ord. No. 19697)
- 2006 International Building Code (City Ord. No. 19156)
- 2006 International Fire Code (City Ord. No. 19250)
- 2006 Life Safety Code (City Ord. No. 19436)
- 2006 Uniform Mechanical Code (City Ord. No. 19216)
- 2011 National Electric Code (City Ord. No. 19601)
- 2012 Uniform Plumbing Code (City Ord. No. 19829, including Appendix C, Alternate Plumbing Systems, and excluding Appendix H, Private Sewage Disposal Systems)
- 1997 Uniform Code for Building Conservation (City Ord. No. 17951)
Group 2 ‐ Fiscal Approach and Self-Supporting Approach
This working group will examine and recommend development of a building code program using a fiscally constrained approach; and, employing a fee structure and program design that is to be completely self-supporting.
Group 3 ‐ Coordination with the City of Topeka and Organizational Structure
This working group will examine opportunities for coordination with the City of Topeka in the development of a building code program; and, address staffing functions in addition to the number and qualifications of staff.
